I took out a payday loan about a year ago and did not make the payments as agreed. Now the payday loan company is trying to garnishee my wages from

the company that I do business with as an independent contractor (1099). Since

I am not an employee of this company can they garnishee compensation I receive as an independent contractor (1099)?

Cannot do unless they have a judgment against you.
