I have been charged with criminal mischief (Graffiti on school campus) so I have a state felony I'm on probation but I was never formally charged so do I have to follow probation rules?

Your question does not make since. If you are on probation, you must follow probation rules. If you were never charged, then you never entered a guilty plea and you are not on probation.
