My niece was left by her mom with me and I was told she would be picked up may 30th and wasn't. Also the parents haven't contacted us since may 28th. Her parents are very neglectful, and have loss gardianship of their other child. What can I do to get custody of my niece?

Why don't you ask the parents to allow you to be her guardian? You go into the probate court and fill out guardianship papers. It is much easier if the parents consent.
