Can I file a motion through the court to pay past due pension payments to my ex-spouse in which she was entitled to based on a "Judgement on reserved Issues after Bifurcation"? If so, what would I need to do?

If you comply with the Judgment no motion would be necessary. Paying the past due payments should be all you need to do.
