If a college student accidentally activates a fire sprinkler by hanging clothing from it and insurance companies seek damages will he/she held liable? If so what happens when that person is unable to pay for those accidental damages?

If you can't pay them, there will be a court judgment against you and over time it will become larger and gnarlier with interest. Maybe your parents' homeowners' insurance will cover the loss. If you ever get your own place, buy renter's insurance.
