Can you pass cars slightly on a paved shoulder if the cars turnin left have all moved over?
Each state has their own laws, so you should check with your local authorities. In my state, Michigan, this would be illegal. There are areas where the Department of Transportation has paved an "additional lane" onto the shoulder so you can pass stopped cars making left turns, but outside of this, it is illegal to pass on the shoulder.
