This is illegal under MD's child kidnapping statute and could be criminally prosecuted. You should contact the division of the police dept in your county that handles these kinds of cases and swear out a warrant for her arrest. Make sure you can display a copy of the court custody order. If she's removed the child from the state, they will have to coordinate with her state.
