What is the reason for the two on key positions on a 1992 harly sportster?

What is the reason for the two on key positions on a 1992 harly sportster?
Not familiar with Harleys specifically, but on other bikes I've owned, there is one 'on' key position, then after that, there's a different position which leaves the taillight on (for visibility while parking on a road, I assume).
